This master plan of a new 40 square kilometer city in the former East Germany entails reclaiming one of the country’s largest open pit coal mining areas. The plan calls for creating a 5 square kilometer lake, which is nearly complete, and building a tourism destination on one shore and a suburban community on the other adjoining the town of Gorlitz.
